Building Brighter Futures: New Transitional Housing for Women and Gender-Diverse People in Thunder Bay
A new chapter of hope and stability is unfolding in Thunder Bay thanks to a powerful partnership between the District of Thunder Bay Social Services Administration Board (TBDSSAB) and the Elizabeth Fry Society Northwestern Ontario (EFSNWO). Together, they’re expanding transitional housing options for women and gender-diverse individuals in the community.
With $219,500 in funding from TBDSSAB’s Social Services Relief Fund (SSRF), EFSNWO has purchased and renovated a single-family home that will soon offer safe, supportive housing for up to seven residents. These transitional spaces are designed for people who have been involved in the criminal justice system and are ready to rebuild their lives in a healthy, stable environment.
The newly renovated 3,062 sq. ft. home features seven bedrooms and two bathrooms, creating a warm, communal setting with 24-hour wraparound supports. A dedicated Reintegration Worker and the Systems Navigator Circle of Care will be available to help residents meet their unique personal, emotional, and social needs. This home is open to individuals exiting corrections, living with active addiction, experiencing chronic homelessness or exploitation, or at risk of criminalization.

The Elizabeth Fry Society Northwestern Ontario is a charitable organization that advocates for and supports women, Two-Spirit, non-binary, and gender-diverse individuals—especially those in prison, transitioning back into the community, or at risk of criminalization. Through integrated programs and support services, EFSNWO works to meet the needs of clients and their families with compassion and respect. Their mission is rooted in fostering independence, strengthening families, building healthier communities, and reducing incarceration across Northwestern Ontario.
This project is a reflection of that mission in action.
The timeline for this initiative:
- April 2022 – Funding provided by TBDSSAB
- October 2022 – Home purchase and renovations begin
- January 2023 – Renovations completed
